If it was really ice cold wouldn’t it be ice?
Well, it depends. If you have a river or stream with a sufficient flow rate, you can find water that is both below 0 C and still in liquid form; same with pipes (so you could have water from a faucet that is ice cold). I guess you could also add a freezing point depressant to still water, but its arguable not really water at that stage (though, it does validate the idea of an ice-cold beer).
Mind you, I’m dredging up stuff from my 7th grade science class, so I could be full of shit on this.
